Examining Ontario’s 2025-26 Expenditure Estimates

On June 4, 2025, the Government of Ontario (the Province) tabled in the Legislative Assembly of Ontario Volume 1 of the 2025-26 Expenditure Estimates (or Estimates). The Estimates sets out the fiscal year’s spending requirements for ministries and constitutes the government’s formal request to the Legislature for approval to spend the amounts as detailed in the Estimates.

After tabling in the Legislature, each ministry’s Estimates were referred to the applicable Standing Committee for review.

The purpose of this webpage is to support Standing Committees’ reviews of ministries’ Estimates. This webpage allows users to review a ministry’s Expenditure Estimates to the standard account level of detail, and compare requested spending against actual spending over the previous four years. For 2025-26, the FAO has prepared information for five ministries, which account for 72 per cent of the Province’s 2025-26 spending plan in the 2025 Ontario Budget.

How to Use This Page:

  1. Select a ministry.
  2. New for 2025-26: Compare the 2025-26 Expenditure Estimates against the 2024-25 Public Accounts or the 2024-25 Expenditure Estimates.
  3. New for 2025-26: Choose between two, three or four-year average annual growth rates.
  4. Choose a program from the table and/or use the search function.
  5. Click on an item to explore further details and historical comparisons.
